SUMMARY

Risk manager with more than 25 years’ experience helping organizations develop and implement policies and procedures that minimize liability while promoting compliance with regulatory standards on the tribal, state, and federal levels. An expert in identifying situational risk appetite, I have extensive knowledge analyzing the effectiveness of a company’s emergency preparedness for both small and large scale groups. Consultant—Ambulatory Tribal Health Care Clinic Accreditation Compliance Management

Eric Gabriel Consulting | November 2022–Present

Evaluate the current state of tribal health care clinics and their compliance program(s) based on industry and accreditation standards. Identify compliance issues and guide the tribal health care administration and clinical staff with their development of a compliance program, emphasizing risk management, safety, infection prevention and control, and quality improvement. Extensive consultation with executive staff to establish priorities and build a compliance program designed to pass an evaluation survey by the Accreditation Association for Ambulatory Health Care (AAAHC). 

Provide guidance to revise and consolidate existing policies and procedures and draft additional policies as needed to ensure entity-wide consistency. Finalize and implement a set of operating policies and procedures which are in alignment with tribal, state, federal, and AAAHC requirements.

Program Manager—Data Quality Assurance Management

Amazon, Inc. Alexa Data Services (ADS): Seattle | April–November 2022

Partnered with regional quality program managers to create strategic roadmaps for quality processes, reporting, and metrics that drive operations, and enhance quality and customer experience for ADS globally. Created strategies and initiatives that fostered close knit relationships with other quality program managers. Oversaw the development and execution of test plans, monitored and reported on test execution. When possible, established and encouraged the quality standards by role, region and vertical. Engaged in data engineering and analytics to help deliver automated solutions when possible.

Risk Manager/Quality Improvement Coordinator/Facilities Director

Yellowhawk Tribal Health Center: Pendleton, Oregon | March 2011–April 2022

Managed the Health Security Prevention Response Grant which provided guidance to the clinic and outside tribal entities regarding emergency preparedness and response. Assumed lead in ensuring compliance with the requirements of becoming a certified Patient Centered Primary Care Home in Oregon. Responsible for directing and monitoring ongoing compliance with the Accreditation Association for Ambulatory Health Care (AAAHC). Reviewed, revised and developed company policies and procedures to coincide with the clinic’s best practices as well as legislative and regulatory standards. Chair for the quality improvement program team and risk management committee. Tracked, investigated, analyzed, and responded to all safety events and complaints or grievances and implemented corrective action plans for problems uncovered by risk assessments, audits and investigations. Analyzed and reported the effectiveness of corrective action plans in preventing future risk. Responded to all emergency calls throughout the campus and provided after action reports. 

Conducted regular and annual staff trainings and assisted with community prevention programs including, but are not limited to, risk management reporting, patient safety, employee health, compliance with regulatory standards (ex: OSHA Blood Borne Pathogen, AAAHC requirements), accident reporting, active shooter training (ex: ALICE) and prevention, privacy standards (ex: HIPAA). Responsible for maintaining the employee health record and compliance with required vaccinations and screenings. Oversaw the planning, organization, development, and direction for the overall operation of the clinic campus, which included maintenance and housekeeping.

Director of Clinical Services

Family Practice Medical Clinic: Pendleton, Oregon | October 2006–March 2011

Created and updated all departmental policies and procedures, while leading all clinical departments (lab, x-ray, medical, dental, pharmacy) and supervising staff. Served as the preparedness and response liaison for the Confederated Tribes of Umatilla Reservation. Managed the Chemical Stockpile Emergency Preparedness Program for Yellowhawk Tribal Health Center. Responsible for all facets of the credentialing and privileging of Yellowhawk providers and potential providers. Served on numerous committees: diabetic team, quality improvement focus group, management team, community coalition grant team, code blue and red team, and electronic health records team. Prepared and provided employee evaluations, which included all providers. Organized immunization clinics (annual and Novel H1N1 Flu clinic). Organized and helped provide guidance to the prenatal team.

Practice Administrator

Teton Internal Medicine Group: Jackson Hole, Wyoming | October 2003–October 2006

Handled all aspects of human resources, finance, and customer service for the area’s largest medical practice. Created the employee handbook, disaster preparedness manual, OSHA training materials, and employee review guidelines. Organized a new fee schedule format, which increased revenue by 25 percent each year through 2006. Negotiated vendor contracts, including establishing HIPAA compliance, and coding protocol to ensure accurate reimbursement for services rendered. Increased the billing department’s productivity level (output continued to increase, days receivables outstanding continued to fall). Reduced overhead by revamping the overtime policy, repurposing unused space, and helped launch a 12-step overhead reduction program. 

Patient Financial Advisor—Shared Services Liaison Coordinator

Mayo Clinic: Scottsdale, Arizona | April 1998–May 2003

Supervised team of collectors and credit analysts responsible for days receivable outstanding. Managed a 55 percent decrease in DRO, increased the efficiencies for internal account resolution and collection procedures. Served as key negotiator for patient account resolution. Created a system for standardizing a notation application for patient accounts. Developed online access for all internal and external forms.  Presenter of training sessions for individual and group settings. Translated insurance policy documents and financial reports for patient inquiries and bills.
